It looks as if the board are waiting to see if we make group stages before deciding on the budget for the last 2 players we need to complete squad.

I'm not sure why so many people are disagreeing. It could be a factor.
Possibly as we are currently working on Lafferty?
Still agree that knowing whether we will have europa league would affect the purse strings.
