People have a lot of misunderstandings when it comes to 'tapping up'. A club can approach the player of another club, and discuss the possibility of a move, as long as they have the parents club permission.

Why would two clubs be trapped in a bidding war all summer if the player never intends to accept the move anyway? It would be a compete waste of everyone’s time. Before it gets to the stage of the clubs agreeing a fee, they will both want to know that the player can move, is willing to move, and that deal can be done. So there is constant communication between the parties.
