RANGERS manager Ally McCoist tonight gave an explosive interview in which he demanded to know who handed out the SFA's punishments and admitted dropping down three divisions "might be the right thing".
McCoist was reacting to the football governing body's independent inquiry hammering the Ibrox club with a £160,000 fine and a 12-month ban on signing new players.
Asked on Rangers TV about dropping down to the fourth tier of Scottish football, he said: "Some fans have been suggesting this and I am leaning towards it myself.
"Make no mistake about it, it would be an unbelievably drastic measure and it will have an incredible impact on Scottish football - and not for the good.
"But if they are going to continue to impose sanctions on us and make things extremely difficult for us to defend ourselves then maybe, just maybe, it might be the right thing.
"We are hanging by our fingertips. We're really at the do or die stage and I can't reinforce that opinion enough."
McCoist also said Rangers had a right to know which individuals made the decision by the SFA's independent inquiry to punish the club so severely.
He said: "Plain and simply, I think it is an absolutely shocking decision.
"I found out the decision last night and I was shocked and absolutely appalled by the way this supposedly independent judicial panel was coming down on us in this form.
"Who are these people? I want to know who these people are.
"I'm a Rangers supporter and the Rangers supporters and the Scottish public deserve to know who these people are, people who are working for the SFA.
"Make no mistake about it, this is an SFA decision. They have appointed the panel so therefore they are working for the SFA, but who are they?
"I think we have a right to know who is handing out this punishment to us, I really do.
"Like everyone else involved - our team, our supporters, our staff and a lot of neutrals - I am staggered at the severity of the punishment.
"This decision could kill our football club, simple as that. Make no mistake about it.
"This panel is not totally to blame for the death of our football club if it happens but this particular decision could kill our football club.
"You would hope there would be sympathetic ears within the SFA over an appeals process, but you just don't know what is coming next. It is complete and utter guesswork.
"In terms of our supporters, again they have received another kicking and we just feel it's time to start fighting back. You can guarantee we will be fighting back."
The Rangers boss also said he wanted answers on outstanding issues surrounding the club's administration and its sale to Craig Whyte.
McCoist added: "This is unbelievably serious. We do not have any time and we now have a problem where we must appeal this but that again is going to take time which we don't have.
"The people within the club - the supporters and the staff - deserve answers and I believe there is a police inquiry going on into the purchase of our football club.
"As a supporter, I want to know about that. I want to know the results of the inquiry and about the dealings with Ticketus, Craig Whyte and Lloyds Bank.
"I certainly want to know about the dealings with one or two members of the previous board and what their involvement was.
"We need answers, we deserve answers and it's time we got them."
In his Rangers TV interview, McCoist also pointed the finger of blame at Whyte, who was fined £200,000 and banned from Scottish football for life by the SFA's independent inquiry.
He said: "I think Mr Whyte had been fined £200,000. Call me an old cynic but I would like a phone call from Mr Regan when he receives it.
"He has also been banned for life from being involved in any Scottish football club. Again call me an old cynic but I don't think he will be taking any sleeping pills to get to sleep tonight.
"We are suffering from the actions of an individual - the playing staff, the workforce within this great football club.
"That's the reason we are being punished - there is no other reason.
"It seems as though the non-payment of PAYE is the main bone of contention.
"None of us were aware that this was not being paid, everyone was stunned when we learned this.
"Deductions were made from the salaries of everyone at the club and no-one at the club did anything wrong, to my knowledge.
"But we have been made to suffer for it - it's an incredible situation."....jsm

Directors, Non executive directors and audit commitee have a legal obligation in respect of corporate governance of the company. This means they should have taken action to deal with CW both within the boardroom and also by alerting SFA and SPL when issues arose. Their performance and failure to act has resulted in the long list of creditors, large and small and for this RFC have been rightly punished by the SFA. Taking the Nuremberg defence, it was him not us me lord we just did as we're told doesn't hold.water and is an insult to the fans and history of the club.

There had to be staff there who knew about this and then they would tell other staff. psst the tax isnae being paid. craig whyte wasnt walking about with the money in his wallet. there would have been a routine for making these payments. the tax people would have been writing and phoning. the vat dont mess about. whyte says the payments werent made because of 4m being frozen. after all that's gone on at rangers the 'one bad apple' defence wont wash. 65 ebts apparently guys. loads of people knew what was going on. if you name the 65 who owe rangers money we will know who knew what. or maybe they werent loans after all. the smell is getting stronger. try this quote :

Does anyone think the sfa or the 10 non old firm clubs would see rangers in the third division!!! not a chance. scottish football would collapse at spl level,as sky would withdraw their support,the other 10 would miss revenue from rangers games,and as a result. the sfa blazers would be asked to resign en masse. however div.3 would prosper,thanks to the rfc travelling support,and maybe then, real football folk could have a fresh look at the mcleish blueprint for change, and start to implement some of his recommendations. maybe in 5 years time, we may have an appetising product for a tv company,although the muck that could yet come from the levenson enquiry,may mean news corp usa (bskyb) being no longer the preferred bidder.

I can’t get my head round why Rangers Fans feel the SFA are picking on them, it does not matter what the current state of the club is, the CLUB broke rules. The CLUB has to be punished, under the circumstances the punishment is extremely lenient, I am positive if this was any of the other clubs out with Celtic or Rangers they would have been automatically demoted, and perhaps also had transfer embargo imposed. Take a look at other UEFA countries, for finical improprieties their FA’s are withdrawing their UEFA licence. I honestly feel that Rangers should grasp this opportunity, at least they can look their gullible fans in the eye and say we can’t sign anyone, this will cover the fact that you will not have any money to sign any player, so what is the problem, on reflection this is no punishment whatsoever. It’s about time instead of blaming everyone else, like spoilt little children, you as fans insisted the club go straight to the lowest division and accept a succession of owners have tarnished your CLUB. This way I and many other Scottish supporters would have some respect and sympathy for you as fans. It’s clear to the whole od Scottish football that Rangers have cheated their way to a succession of trophies over the years, they have been found out and must be punished, if this leads to Rangers extinction then so be it, Scottish football will suffer for a period, but this in my opinion will give all the other remaining club, who have kept within the agreed rules breathing space to develop and improve at a steady rate, young talent is out there and all clubs will be looking to nurture that in a better way, glad my own club seem to be in a good position to move forward as we seem to have invested within the RULES.

EBTs arent illegal...many clubs from all over the world use them..its the failure to pay tax on them is the problem, so whether or not ally and walt benefited is neither here nor there! do these people question their employers over their tax dealings?....i think not! {Ed001's Note - not true, the issue is whether or not they repaid the loan. EBTs are merely a loan, not a gift or bonus or payment, and have to be repaid. The question is whether anyone has repaid the loan or not? If the answer is not, then the EBT system has been misused and they are guilty of tax evasion.}

Rangers fans are in uproar over the SFA sanctions as they clearly don't deal with the real culprits for this sorry mess. Why should Rangers as a club be severely punished for the actions of 1 or 2 men. The Rangers players and staff paid the PAYE and the Rangers supporters paid the VAT on season tickets and club merchandise. They have done nothing wrong. Craig Whyte withheld the payments to HMRC. All the verdict has done has punished the innocent while the guilty party sticks 2 fingers up to the SFA and mocks them. How can any right minded person say that this is justice?

The two men you speak of were your owners and directors of the club. The company gave them authority to act on its behalf under company law. The idea they can be separated from the club is a ludicrous defence. That is why this is justice. Perhaps it will be helpful for this defence to be tested and rejected prior to the findings of the dual contract investigation

The company broke the rules and thus the company has been punished. When Timmy was fined for its fans slagging of UEFA we did not say it was the actions of the fans and not the company so why fine the company. The other Directors were complicit in the actions of CW so it was not just one man! It cant be any more clear cut than that rangers broke the rules by not paying other clubs so should be punished. You have to ask if the administrators had implemented redundancies then the club may have been in a position to pay its bills to member clubs. This is not about picking on rangers but protecting all the other clubs. The issue about fans is irrelevant. Before we go off too hard on the SFA, if they hadn't imposed the sanctions UEFA probably would (and still might). The SFA may have done us a favour as a UEFA punishment might have been for a longer period. With luck UEFA will take no action because our home association already has. However if Rapid Vienna want to make a case of it they may yeat get involved.
By the way how can we expect Rapid Vienna to take 10p in the for the amount outstanding, when we as a club expect 100p in the of the amount we sold him on to Everton for?

If Rangers fans feel that the SFA punishment is kicking them when they are down, when else would you propose to punished?
If the new owners/company are in place some would view it as retrospective punishment and argue that it should not be applied.
Bottom line is you have been found to be in breach of SFA rules that are agreed by all clubs each year, if the club feel that the punishment is unjust, then perhaps they should surrender their membership in protest?
Along with McCoist's comments,.those questioning the SFA commitee who issued the punishment did not have a bad word to say about the similar group who decided that McCulloch was justifed in his appeal for his red card against St Mirren.

The SFA has set a precedence here. Surely now, all of its members who enter administration will be investigated and punished in this fashion. Make no mistake- the ramifications of this for other member clubs means a loss of significant revenue to the counties top league and further loss of tv interest and investment. The SFA are so wonderfully short sighted. Still, the green midget thinks he can win the Champions League with his lot! Fat chance. He had a worse European campaign than us! It is my understanding that Rangers FC went to court in London yesterday seeking 25M from lawyers whos employee was a Company Secretary of Rangers under Whyte they are arguing that the lawfirm are liable because he the Rangers man was there at the time if that is the case then because Whyte was there at the time it is proper that Rangers FC carry the can for his inactions or otherwise! I don't know how long I have to keep telling you that this has been Ticketus and whytes plan since day 1. Ibrox is a massively underused asset as a concert venue. If I remember correctly rfc have never really utilised it for this since the simple minds incident in the 1980s, as such Hampden , with it's poorer transport infrastructure is used. Ticketus saw an opportunity through the holding of the fixed charge to secure this asset. What they did not want was the indebted football club that owned the stadium. Whyte was used to slash and burn the club so this asset became obtainable in liquidation. Why else did the give 24 million to a stranger?

Craig Whyte has a floating charge over the assets, he can not have a floating charge unless he is owed money by the club. The only money he is owed is the money he guaranteed from Ticketus, from which he paid off the overdraft and used for working capital.
So if CW is the legal owner of Rangers then he is entitled to the floating charge, in the event of liquidation he gets the first 30 million and he gives it back to Ticketus.
CW and Ticketus do not make nor lose any money.

Reports from media agency in England that Water Smith is returning to Rangers till the end of the season. Smith is believed to be carrying out a personal favour to McCoist. Possibility that Smith may stay till the club exit administration. Smith als believed to be taking no money.

Why do people persist in having a go about non payment of tax? The Rangers players and all the staff at Ibrox PAID their PAYE and the supporters PAID the VAT on season tickets and club merchandise. Statement from D&P:
Duff and Phelps, the administrators of Rangers Football Club, issued the following statement today.
David Whitehouse, joint administrator, said: "We have today written to the Chief Executive of the Scottish Football Association requesting an immediate expedited appeals process over the sanctions imposed on Rangers by the Association's judicial panel last night.
"The decision of last night's judicial panel is in our opinion quite extraordinary. Not only in our opinion do the panel fail to have properly apportioned culpability between the Club and Craig Whyte, they appear to have rendered a penalty which could have a very detrimental effect on the ability of the administrators to achieve a sale of the business or a Company Voluntary Arrangement. This, in turn, cannot be in the interests of Rangers Football Club or Scottish football in general.
"The football authorities are fully aware that we are in the throes of an extremely complex insolvency situation. There has been widespread support across the political spectrum and in the football world for Rangers to be saved as a club and a viable business, last night's decision can only hinder rather than help.
"The decision to prohibit the Club from signing new players is akin to a court ordering the administrator of a trading company not to buy stock. The principal operating and trading asset of a football club are its players and an inability to sign new players frustrates both the ability of the company to trade and the statutory objectives of administration.
"It is extremely disappointing that approximately three weeks ago purchasers were at the point of confirming unconditional offers which would have achieved the purpose of administration. This process was first delayed by the announcements of the SPL to implement the rule changes to be considered on 30th April, and has now been further hampered by the sanctions imposed last night.
"We are unsure as to whether the judicial panel fully understood or considered the commercial impact upon both the Club and Scottish Football of these measures, nor are we satisfied at this stage as to whether these sanctions are indeed lawful. Clearly time is running out to achieve a sale of the business or a CVA and the Club can ill afford further legal arguments. Accordingly, we are urging both football authorities to adopt a more pragmatic approach to sanctions to ensure that the administration of Rangers Football Club can be brought to a conclusion at the earliest possible date for the good of not only the Club but also for Scottish football generally.
"We would then encourage the footballing authorities to introduce a framework so as to provide clarity in circumstances such as these going forward, rather than allowing arbitrary measures to be introduced on an ad-hoc basis which clearly impede a process of administration.
"We are sure the authorities recognise that any potential purchaser or investor in a football club must have clarity in relation to its future playing capabilities and revenue potential. By failing to provide clarity in relation to pragmatic and commercially sensible penalties the authorities are by default prejudicing the survival of one of the clubs whose existence is key to the well being of Scottish football.
"We will continue to work tirelessly over the next couple of days to attempt to secure the comfort from the football authorities as to the level of future sanctions which will be raised, so as to enable one of the bidders to proceed with an acquisition of Rangers Football Club Plc without further delay."

Duff and Phelps to be removed as administrators for Rangers. Petition at Court of Session for a one hour slot tomorrow in front of Lord Hodge. It is believed that the courts will remove Duff and Phelps and replace them with another firm. Some rumours are pointing towards BDO insovency firm. Court has appointed new firm with a view to a quicker timescale and "natural conclusion' to the saga.

The SFA didn't notice that Rangers were at it for years, and indeed must have turned a blind eye... Rangers were deliberate in their actions not to nortify the governing body that they had outstanding tax to be paid, and therefore should not have been granted a UEFA licence, Rangers consistently declined to provide information about Craig Whyte when asked during his take over and actively threatened to sue the BBC and denied any interviews with Rangers staff when they questioned Mr Whyte's suitability to hold a post in Scottish football. The SPL and the SFA are currently in the process of being lenient with penalties given to date (including this latest one) and are actively seeking to change the rules on SPL membership to allow Rangers to survive in the top flight (IF their current FINANCIAL and LEGAL predicament is survivable either by CVA or Pheonix) and you think it's anyone elses fault but that of RFC??
There is also an incredibly childish and backward attitude, demonstated by this particular post and by many others who are phoning in to radios and commenting on newspaper articles who almost wish oblivion on the rest of Scottish Football just because Rangers have p1shed on their own chips, it's somehow 'Justice' if the rest of the teams and organisations associated with the game 'get what's coming to them'. Nobody is to blame but the management of RFC, past and present. This situation appears to be impossible to survive, the current owner and any potential 'buyers' are looking to make a quick buck in the process and who pays?
The honest supporter, the Rangers fans who have bought tickets and merchandise over the years and supported their club. Unfortunately, redirecting your ire towards anyone except the people who caused this whole sorry mess (David Murray and the old Board) makes you complicit in the current failings and allows those who stand to make cash out of this to carry on unchallenged.
If Rangers is to die and be reborn as a newco, WHY are all the supposedly united fans groups waiting for another 'knight' to turn up, take over and then make a few quid (of YOUR money) in the process, all the while getting all the perks that football ownership offers (ask Paul Murray)... Get a deal with Partick Thistle or Queens Park or (deep intake of breath) Celtic to groundshare, apply for SFL membership and work your way back into the SPL, maybe with some help from the other organisations and clubs. OK, (another deep intake) Rangers 1872 is put to bed with all it's history and titles and Glasgow Rangers 2012 starts again, but it truly is YOUR club with definite links to the old club, YOU the FANS, and these people who would seek to make money out of this situation are left with nothing but an order from the liquidator to release the assets to satisfy the creditors. Over a few years Ibrox could be bought back or rented from the eventual owners (what else are they going to do with it?) and Rangers go back home. Because any football club is the FANs, the history might not legally be part of the FANs Newco, but it will always be part of the FANs and that can't be taken away with a bit of paper. But Rangers fans, if they want to be militant and stand up for themselves, must see the only way to do it is to take control and do it for themselves, amke alliances in the game, don't throw them away to try and save something that is already dead or to satisfy the vanity of some overweight and wealthy businessman who wants YOU to finance his vanity project... Start a new FANs club and tell the rest of the corporate chancers to F**K off!

The SFA could have treated us in the same way as Motherwell, Dundee etc they entered administration and only received a points penalty. Whispers coming from in and around Glasgow that an unamed security firm are making preparations to 'oversee' the security arrangements of Murray Park and Ibrox. Reports suggest this to be a large scale operation and may indicate the move into liquidation. They were prewarned last week that HMRC will release the amount and make it public but would give 48 hours head start to administrators to allow bidders to revise their offers if needed. Bid is believed to be in excess of 60% of maximum figure due, in my redckoning that makes around 50M. It is my understanding that, the Company is responsible for the corporate actions and or inactions of their directors. Following, given the small fine by the SFA vis -a - vis Company turnover the Company have got off with a slap on the wrist. Moreover, we have been told from many quarters over many weeks that Rangers FC would have to play a team of youngsters next season; consequently the punishment of a 12 month transfer ban seems an irrelevance. The transfer embargo regarding signing new players seems counter productive to me and will be overturned. Rangers will need to replace the exodus of high wage earners in the summer and the SFA is preventing other Scottish clubs from benefiting by imposing trade sanctions on one of its two biggest customers. I would just like to point out in defence of CW that Rangers under SDM would have been liquidated in October 2011. He could not borrow any money and the way he had structured the debt made liquidation a more attractive return to the ordinary creditors. CW came in and changed the debt structure to make liquidation less attractive to the ordinary creditors( HMRC). He knew he was gambling( 10 million) on Rangers getting into CL group stages but planned an exit strategy if they failed, and they failed big time in all cup competitions.
Under SDM the bank was the main secured creditor( 18 million) and CW made it Ticketus ( 30 million). He made sure liquidation was not a financial option as the the security cancelled out the market value of the assets. Under SDM this was not the case, Rangers would have been liquidated in a blink of an eye.
He shafted HMRC to save Rangers history, one day you may thank him.

The funds they will have are not part of the bid or the CVA, they will invest post CVA when all debts are null and void. When TBKs offer 11.5 million to the CVA, thats all the creditors get, any investment after is irrelevant as is any selling of assets including players.

Rule 325: Failing to pay to [Dundee United FC] on the day of the match monies due under Rule 46 c (3) and e of the Scottish FA Cup Competition Rules; being [Dundee United’s] share of receipts for the match; and by failing to pay to the Scottish FA within three days monies due under Rule 46 c (1) of the Scottish FA’s Cup Competition Rules; being the Scottish FA’s levy on admission charges for the above match.

They are perfectly entitled to stop players being registered. Although knowing what Rangers are like they will probably buy them and play them anyway as rules are for lesser clubs.

Question Ed, can UEFA fine us on top for any European players we havne't paid for or is it covered by SFA? {Ed001's Note - they would only act if the SFA didn't, or if Rangers tried to pursue an appeal through the courts. FIFA and UEFA hate clubs resorting to court action.}

James Traynor has written an article in the press stating he thinks Rangers should go to Div3 next season.
That's a worse penalty than what the SFA has just given or what the SPL may award.

So let's be clear on this. This does not break any human rights laws....those are their to protect the individual not the club.
so fundamentally, if rangers need to shift on individuals they would cancel their contract, and, effectively they become free agents and then free to negotiate with any other clubs.

If rangers go into liquidation, then application to the scottish league in Division 3 is the only option open to them.
The fact is that Scottish football needs rangers and vice versa, so largely cannot see this happening even with a newco.
However, what this does allow is for some of the remainder of the scottish clubs to benefit by the undoubted problems that rangers will have over the next couple of seasons.
in my opinion there is no way that Rangers will finish in the top two for the next couple of seasons, therefore opening up European football to a greater number of scottish clubs and consequently a greater share of european tv money.

Rangers are part of an association with rules. they have broken the rules. they can leave the association but eufa rules prevent them from playing anywhere else but scotland. so they must remain part of the association they are in and pay for the rule breaking or die.

I doubt they would pull out completely since they still have Celtic but it's safe to say it would be a significantly reduced package. The implications on every other team, apart from Celtic, would be far reaching indeed. Take the money Rangers bring to these clubs away, followed by a cut-price Sky deal and its curtains for Scottish Football. The SFA have just signed their own death warrant.

Pretty certain it was widely reported a few weeks back (on national news) that SKY confirmed new contract was dependent on a minimum of 4 OF games a year.
Hard fact is that SKY are not paying for St Mirren v ST Johnstone et al so no OF games means significantly reduced package at best.
