He said he has "no idea" if rangers will make a third bid for allan. He has also mentioned he would be "irate" if another club was to talk about one of his players so I wouldn't read to much into this. He just doesn't want to talk about another teams player.

What he says is that he doesn't know if a third bid will be submitted. I'm assuming he's identified Allan as a player he wants and is leaving it to the higher powers within the club to sort out the fine details of any deal

I don't think he ruled it out he said he had no idea about a third bid, whilst he's a decent player it's time to move on if we need to more in start looking elsewhere the whole drama is starting to get boring, a decent wide man would do for starters

According to the article he doesn't say anything like that. He just reiterates his stance (which has been the same throughout). He's not our player, I don't want to talk about him, I don't know if we will bid again.

That's not a denial and I would never expect MW to confirm a bid prior to it being submitted. That's not his style and he sees it as disrespectful.
